The Proposal-Based Policy Synthesis of Social Return on Investment (SROI) in Tackling the Coronavirus Disease 2019 (COVID-19) Pandemic under the District Health Board (DHB)

 

 

Abstract

“The Proposal-based Policy Synthesis of Social Return on Investment (SROI) in Tackling the Coronavirus Disease 2019 (COVID-19) Pandemic under the District Health Board (DHB)” aimed to analyze the social return on Society (Social Return On Investment: SROI) of coping with the COVID-19 epidemic situation under the District Health Board (DHB) and to synthesize stakeholder analysis for policy recommendation. There are 6 DHB studies, i.e. Na Thawi DHB, Songkhla province, Bang phli DHB, Samut Prakan province, Bang Bua Thong DHB, Nonthaburi province, Song Phi Nong DHB, Suphan Buri province, Khon Kaen Muaeng DHB, Khon Kaen province, and Mae Sai DHB, Chiang Rai province. This research, there is mixed method research using the Social Return on Investment (SROI) concept of the Coronavirus Disease 2019 Epidemic Management System under the District Health Board (DHB). The study process comprised quantitative, qualitative method and participatory action research methods, using documentary research, secondary data, focus group, in-depth interviews, and questionnaires. Moreover, we use social value, financial proxy, net present value (NPV), cost-benefit analysis, and SROI calculation using a discount rate government bond 3%. The result of SROI under the Covid-19 management system of the District Health Board (DHB): 6 Case Studies during 2020-2021 with discount rate government bond 3% showed the following results: 1) Song Phi Nong DHB, Suphan Buri province has SROI of 1.59 times meaning that every one baht invested in the management system of Covid-19 under Song Phi Nong DHB has generated social value of 1.59 baht 2) Mae Sai DHB, Chiang Rai province has SROI of 2.58 times meaning that every one baht invested in the management system of Covid-19 under Mae Sai DHB has generated social value of 2.58 baht 3) Na Thawi DHB, Song Khla province has SROI of 2.25 times meaning that every one baht invested in the management system of Covid-19 under Na Thawi DHB has generated social value of 2.25 baht 4) Khon Kaen Muaeng DHB, Khon Kaen province has SROI of 0.98 times meaning that every one baht invested in the management system of Covid-19 under Khon Kaen Muaeng DHB has generated social value of 0.98 baht 5) Bang Bua Thong DHB, Nonthaburi province has SROI of 13.59 times meaning that every one baht invested in the management system of Covid-19 under Bang Bua Thong DHB has generated social value of 13.59 baht 6) Bang Phli DHB, Samut Prakarn province has SROI of 13.39 times meaning that every one baht invested in the management system of Covid-19 under Bang Bua Thong DHB has generated social value of 13.39 baht, respectively.
